The Ministry of Federal Affairs and Local Development (MoFALD) delivers a number of Social Assistance programs across the country that aims to provide cash benefits to the target beneficiaries or households. The Ministry is managing the distribution of these cash transfers designed by central Government for the last 15 years. Although the transfer amounts are described in monthly terms, the money is aggregated and delivered three times a year by the Village Development Committees (VDCs).The assistance primarily includes Senior citizen’s Allowance (Old Age Pension), Single Women’s allowances, Child Grants, Scholarships Widow’s Allowance, Disability Allowance, and other programs.

The Social Safety Net Projects (SSNP), funded by the World Bank, is primarily a food security program. The program, however, also supports strengthening of safety nets systems. It aims to increase the efficiency and effectiveness of the delivery of cash transfers and increase the accountability of these programs at the central and local levels. The main focus is on establishing a management information system of Vital Event Registrations (VER) and cash transfers with an electronic database of beneficiaries and delivery of cash via branchless banking.

SSNP is being implemented in twelve districts: Bajhang, Acham, Surkhet, Banke, Baglung, Tanahu, Rautahat, Sindhuli, Mahotari, Sankhuwasabha, Sunsari, and Morang. The branchless banking pilot will be implemented in only 3 of these districts.

1. MIS Specialists -1

Required Qualifications and Experience:

• Minimum of Master’s Degree in IT or computer science or equivalent.
• Five years of professional work experience in the area of Information Technology (IT) project monitoring and management, preferably in public sectors.
• Experience in implementing IT policies, security, rules and guidelines to ensure the smooth operation of the systems.

2. Banking/Payment Specialists -1

Required Qualifications and Experience:

• Minimum of B. Sc, B Tech with at least 5 years of work experience or MBA and at least 2 years of work experience.
• At least 2 years of experience in project management and delivery of an IT or banking related project.
• Experience in payment systems or banking (such as installing a core banking solutions).
