The World Health Organization (WHO), Nepal invites applications from qualified and experienced candidates for the position of National Professional Officer -1 (one) at NO-B level.
 
Qualifications: Education:
Essential: Bachelor's degree in environmental, civil or public health engineering, environmental science, environmental management social science or a closely related field.
Desirable: Master's degree in one of the above mentioned or closely related fields.
 
Experience:
Essential: At least 2 years professional experience related to water, sanitation and health, including practical experience in rural/semi-urban drinking water supply system including source protection, water quality management, community managed water treatment and distribution systems, and water management practices at community and household level. At least 2 years' experience in project management and capacity development. Experience in working in or with international or non-governmental organizations on climate change issues.
Desirable: Experience working on inter-ministerial projects or programs. Experience supporting the development of government policies associated with environment and sustainable development issues. Experience in the design and analysis of health intervention trials.

Under the overall guidance of the WHO Representative and supervision of the Technical Officer (Environmental Health), the incumbent will carry out the following duties:
1. Be familiar with WHO policy, guideline and documents related to effect of climate change on health and communicate with related government agencies.
2. Review the national policy, plan of actions and ongoing projects related to climate change (e.g. NAPA, LAPA, PPCR and SPCR etc) and WASH related Water Safety Plans (WSP) and communicate with the related stakeholders.
3. Coordinate with the Department of Water Supply and Sewerage (DWSS), the Ministry of Health and Population (MoHP) and the Project Climate Change Coordination Committee and others, and prepare the detailed work plan for the said DAD funded project.
4. Ensure provision of technical support for donor-funded and regularly funded climate change and health activities that contribute towards program outcomes and outputs, either directly or through contracting consultants and services.
5. Ensure fulfillment of monitoring and reporting requirements, for both donor-funded and regularly funded climate change and health activities, including contributing to the design and monitoring of quantitative and qualitative data to measure progress towards implementation.
6. Monitor and support ongoing WHO-supported activities on climate change and health.
7. Help to develop the capacity of the relevant government agencies for evidence based assessment identification and evaluation of the effects of climate change in water sanitation and hygiene.
8. Help the government In formulation of national documents on policy, strategy and guideline on climate change and health.
9. Establish regular contact and working relationships with relevant government agencies, international agencies, non-governmental organizations and others and collect, compile and share information on climate change and development issues.
10. Organize program and exchange/exposure visits and training opportunities for government staff for their capacity development and learning from other countries
11. Coordinate with the WHO South East Asia Regional Office (SEARO) and WHO Headquarter (HQ) for exchanging information In climate change and health area.
12. Perform other duties as assigned by the supervisors.
 
Functional Skills and Knowledge: Self-motivated with ability to work with a minimum of supervision. Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel internationally and within the country and to perform practical hands-on field work. Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate the GoN agencies, international/ bilateral agencies, NGOs / INGOs etc Good knowledge in water, sanitation and hygiene sector and familiar with the climate change issues both In global and local level Very good analytical skills including ability to collect and analyze technical data and information and to draw and present conclusions in written and spoken form. Very good writing skills In English, including ability to write clear and concise progress reports, analytical reports, plans and proposals.
 
Language: Excellent knowledge of written and spoken English
 
Other Skills: Proficiency In Microsoft Office (Word, Excel, PowerPoint), Internet essential. Experience in project and financial management software desirable.
 
Salary: In accordance with UN Scales.
